Policy violation results in denial of service for the entire university

A few weeks ago a graduate student systematically downloaded book records from NCBI (the American National Center for Biotechnology Information site), which is a major resource for research and teaching in several university departments. On the following day the entire university community was denied access to the site, resulting in numerous interruptions to both research and teaching. The student was subsequently identified and his access rights to the network were suspended, pending further measures.

Please note that violation of the policy may result in disciplinary measures as well as indefinite suspension of access rights to the university's computing and online library resources. Users will be held responsible for any loss and/or damage caused to the university due to their actions.

Take a moment to read the relevant part from the university's acceptable use policy (the entire policy is available at
http:// ca.huji.ac.il/policy.shtml:

"Access to electronic resources is governed by license agreements which restrict use to the Hebrew University community. It is the responsibility of each user to ensure that he or she uses these products only for individual, non-commercial use without systematically downloading, distributing, or retaining substantial portions of information. Acceptable use forbids downloading contents of entire issues of a given journal title. The use of software such as scripts, agents, or robots, is prohibited on these resources and on most other public or free government sites, and may result in loss of access to these resources for the entire Hebrew University community".

HUJIVMS mail and disk-quota policy change:

Up to now the policy on HUJIVMS (unlike other systems) was to accept incoming mail even if the user's quota was reached. This caused many accounts to be overquota and our disks to filled-up. Hence, the policy will change to match the one which is in effect on all our other servers: When the diskquota is full mail is rejected.

A message to the relevant users will be sent once a week telling them that they have reached their quota.
